Job Title: Manager Debt Collection, Rehabilitation & Recoveries (Paterson Grade D2)

JOB PURPOSE
The manager is responsible for overseeing and managing the collections department to ensure an efficient debt recovery process. This role involves the development of collection strategies to improve collection rates, supervising staff, and ensuring compliance with relevant Laws and Regulations. The incumbent plays a critical role in maintaining positive relationships with clients while maximizing recovery of outstanding debts.
KEY DUTIES AND RESPONSIBILITIES
Strategic Planning & Execution
- Creates and implements effective strategies to improve recovery rates and minimize financial losses for the Bank.
- Sets targets and monitors performance of Debt Collection team.
- Conducts negotiations with debtors to establish repayment plans.
- Directs and oversees all Collection procedures to ensure compliance with laws and regulations.
- Resolves high level disputes or complaints regarding collection practices.
- Monitors progress on strategic initiatives, identifies bottlenecks, and recommends corrective actions.
- Recruits, trains and manages the Collections team.
- Maintains relations with External Debt Collectors and Private sale auctioneers
Governance, Compliance & Risk Alignment
- Maintains a comprehensive understanding of the company’s Credit and Recoveries Policies.
- Oversees and recommends the write off process for uncollectible debts.
- Conducts risk assessment and analysis of potential clients.
- Performs regular audits on the loan book to ensure compliance with regulations
Stakeholder Engagement & Strategic Communication
- Communicates with customers to address discrepancies and resolve disputes.
- Prepares high-quality reports on collection activities and progress to the Chief Credit Officer and Credit Committee.
- Represents the Bank in engagement with the Central Bank, Government Ministries and all relevant stakeholders including Auctioneers, Attorneys and Land Authorities on collections matters.
- Monitors and controls billing on the portfolio handled externally for the application of timely and full collection of receivables.
- Conducts regular meetings with Internal and External Debt Collection Teams to discuss progress.
QUALIFICATIONS AND EXPERIENCE
- LLB or bachelor’s degree in business management, Finance or related field.
- Masters’ degree in related qualifications will be an added advantage.
- Minimum of 5 years’ experience in Credit and Collections, 2 years in managerial role.
- Familiarity with Consumer Protection Laws and Regulations.
- Strong organizational and time management skills.
- Proven experience in Collections or accounts receivable.

Technical Competencies
- Analytical skills to assess the financial status of customers and determine appropriate collection methods.
- Financial knowledge to understand the various aspects of collections, Credit and overall financial management.
- Legal knowledge to understand and adhere to Debt Collection laws and regulations.
- Working knowledge of MS office databases.
- Ability to negotiate effectively with diverse customers.

- Strong negotiation skills to effectively deal with debtors and work out suitable repayment plans.
- Excellent communication and interpersonal skills.
- High analytical ability and problem-solving skills to be able to identify and overcome challenges that may arise during the collections process.

- Ability to handle sensitive and confidential information.
